The city council in Johnson has graciously given up property taxes that otherwise would go to, among others, Washington County and the Fayetteville School District, to subsidize a shopping center and residential development. Yes, things are so blighted up in Northwest Arkansas that the only wat to get anything built is to let developers keep property tax money that should go to support public services. The developers of course were able to hire an expert from Walton University to say property smack in the Fayetteville growth corridor was blighted and thus deserving of being in a Tax Increment Finance district. so that taxpayers could shoulder development cost. Call it a reverse impact fee.
