A Texas administrative law judge says SWEPCO hasn’t proved a need for a huge polluting coal-fired generating plant in Arkansas and so Texans shouldn’t be saddled with the cost. The Arkansas PSC wimped out and approved this plant. It said that Arkansans would not be saddled with additional costs if Texas doesn’t shoulder part of the burden.  We’ll see about that.
