If anybody can forge a legislative compromise on a severance tax, Gov. Mike Beebe can, Brummett figures. He offers a halfway prediction — a rate at 4 percent of market value, rather than the 7 proposed by Sheffield Nelson, who’s threatening an initiated act. If I read Nelson’s comments right yesterday (between the lines), that might be a little low for his liking.
