News from the Capitol is that House Speaker Davy Carter and Sen. Jonathan Dismang favor spending $21.9 million in state surplus, and holding $100 million in reserve.

Recommendations have been made in Joint Budget to spend $10 million of that on schools — equally divided between a broadband project and a loan fund for charter school facilities. Sen. Joyce Elliott’s request for $2 million for pre-K education doesn’t seem to be faring so well. Prisons are also under consideration for extra money (a bill coming due for failure to catch kids in need early enough.)

UPDATE: Elliott lost her bid for more pre-K money as did several others with special requests, such as a bid for $10 million for the state human development centers. Leadership and Gov. Mike Beebe appear to be holding control on preserving a cushion.
