The Food and Drug Administration will announce today proposed rules to regulate electronic cigarettes and extend coverage to pipe tobacco and cigars.

The rules would ban sale of those items to minors and also extend oversight to liquid nicotine. It is expected to take at least a year before the rules would take effect and legal challenges seem inevitable.
