The Arkansas Citizens First Congress, a grassroots coalition, has joined the battle against Issue 1, an unalloyed power grab by the legislature.

Wildlife conservation groups have already expressed opposition to the legislatively proposed constitutional amendment. It would create new bureaucracy on agency rules and give final say over executive agency operations. It holds peril for every agency, but particularly currently independent agencies like the Game and Fish Commission and the Highway Commission.

This mailer will add a little to the modest growth of organized opposition. The legislature is counting on voter indifference and ignorance to pass their power grab. Same with Issue 2 — a sop for the Oaklawn Casino and other special interests who want to make it harder for the people to put proposals on the ballot by the petition process.
