Cecil Massey, 51, was found with a fatal gunshot wound outside his house at 2620 Longcoy Street about 11:30 p.m. Saturday, police report. His sister, Vickie Arriaga, 52, who also lives at the house, was charged with first-degree murder.

The report said officers found Massey with a wound in his back when they answered a call to an assault. A neighbor said Arriaga had earlier knocked on their door and asked for assistance in getting Massey out of the house. The neighbor said Arriaga was hitting herself in the head to make it appear Massey had been abusing her. After the neighbor called police, he saw Massey stagger out of his house. Massey said something the neighbor couldn’t understand then fell to the ground, where officers found him.
