The bar is open Tuesday afternoon for legislators.  The Arkansas State Chamber of Commerce/Associated Industries of Arkansas will pitch a big tent at its headquarters at 1200 W. Capitol for a reception from 4:30 to 6:30 p.m.

This is a “scheduled event.” That puts it under a loophole written by the legislature into the so-called ethics law that nominally banned wining and dining by lobbyists. Lawmakers may freely partake of food and beverage at “scheduled events.” Since it is also an event to which the entire legislature is invited, the public is also in theory welcome to drop by  because all meetings of the legislature are required by the Constitution to be open.
