The Human Rights Campaign has issued its annual municipal equality index ranking cities on the treatment of LGBTQ people under the law.  Arkansas cities, as a whole, rank below average, with a score of 31 on a 100-point scale compared with a national average of 58.

Three cities in Arkansas — Little Rock, Eureka Springs and Fayetteville — scored above the national average.

There’s no protection by non-discrimination law in Arkansas, thanks to the state legsilature and governor. But the city scores hire as employer for municipal practices. It scores reasonably well on law enforcement practices and for the inclusion of LGBT people in leadership.
