SEN. JIM HENDREN: Championed in-state tuition for "dreamers."

The Senate today barely approved HB 1684 to allow in-state college tuition for a variety of foreign students, including those brought to this country as children by parents without legal status. The vote was 18-7, the minimum required for passage.

The bill covers children of people with work permits, Marshallese and students held to be legal residents under the Dream Act (Deferred Action for Childhood Arrivals), which protected children younger than 16. Those eligible must have lived in the state three years and graduated from an Arkansas high school.
