Arkansas Adult Use Cannabis Amendment
Responsible Growth Arkansas is advocating for the passage of an amendment to the Arkansas Constitution which will authorize the possession, personal use, and consumption of cannabis by adults 21 and over, as well as the cultivation and sale of cannabis by licensed commercial facilities.
The Arkansas Adult Use Cannabis Amendment provides oversight to keep children safe by limiting licenses and keeping home grow out of our neighborhoods. Enables law enforcement and regulators to maintain control, keeps cannabis out of minors' hands, and minimizes the black market - sales are only permitted to adults 21 and over. It will prevent advertising and packaging that targets children. It is subject to the regular sales tax plus an additional 10% supplemental sales tax. Significant portions of the tax money raised will be used to support salaries for law enforcement officers, healthcare research, and the operation of drug courts across Arkansas. It reduces healthcare costs by removing taxes from medical marijuana to qualified patients. Limits the number of licensees - 20 cultivators and 120 dispensaries statewide, including the existing medical licensees. It creates opportunity in the industry, with 40 new dispensary licenses and 12 new “craft” cultivation licenses, which can grow up to 250 mature plants - all issued via lottery. New dispensaries must be located at least five miles from an existing dispensary.
