The trio of commissioners seemed flabbergasted at how numerous personnel documents could be untraceable, how contracts that they were told existed have vanished and how financial data is not collected within a specialized software, but rather Excel spreadsheets and QuickBooks.

The waiver request still needs to be approved by the top dogs at the U.S. Department of Housing and Urban Development.

Housing authority commissioners want all documentation from their affiliated nonprofit, Central Arkansas Housing Corporation, by Monday, Nov. 13.

A judge is expected to determine if the former commissioners should rejoin the housing authority by the end of November.
