Third Street near the River Market. Cowan said that while there's still a lot of construction and paperwork to be done, they're hoping for a Nov. 1 open.

Kilwins Chocolates and Ice Cream to open in Arcarde Building in the River Market

Kilwins Chocolates and Ice Cream has leased 1,200 square feet in the new Arcade Building in the River Market, on the corner, on the corner of President Clinton Avenue and the pedestrian alley next to Ron Robinson Theatre. Kilwins, a chain with more than 80 stores across the United States, will offer up fresh chocolate, fudge, corns, caramel apples, brittle, shakes, sundaes, gourmet coffee, smoothies and specialty drinks. This is the first franchise location in Arkansas — they're typically in tourist spots, so it should fit right in at the River Market. Maybe a post-movie shake after catching a flick at Ron Robinson will be what the doctor ordered .

City, state propose to help pay for utility relocation costs on downtown development

The state and the city are planning to pay $248,500 of the cost of relocating electric lines for develop of two hotels and an apartment project on blocks catacorner from each other at Fourth and Rock Streets. The government contribution is described as a spur to $58 million in investment that would contribute to downtown development.

River Market parking meters now said to be working

After more than a month of de-bugging, the new parking meters for eight blocks of curbside spaces in the River Market area are now working, the city has announced.

Sign switch brings brief amnesty on tickets for new paid parking in River Market

The new pay-and-display machines to purchase tickets for parking in the River Market neighborhood are in place, but new signs are not in place and that has prompted the city to put off writing tickets with fines  for overtime parking until Oct. 14.
